Where is the Vin number located on a 1940 Commander ?

Actually on Classic Cars there are no "VIN" Numbers per se~, but they are identified by the Serial Number on the Serial Number Plate.

The modern Vehicle Identification Number (VIN) system containing 17 characters did not go into effect until 1981. Studebaker vehicles were identified by serial number which may or may not contain supplemental information. For example, late model E series trucks had tags that contained information on axle ratings and gear ratios.

I have never owned a pre war Studebaker car, but would suggest looking at the A pillar or on the frame behind the left front wheel.

The information provided is correct for the Serial Number. During the 1940s-1950s, many states used the engine number as the identifying number (VIN, if you will).

If not on the driver's door hinge post look for a tag on the frame rail under left front fender.
