              Looks like a fire muster rig, and has a ladder rack on top. Those musters used to have all kinds of crazy events!

                    It appears they still do

                    The West Sayville Flying Dutchmen at the NY State Motorized Drill at Hempstead on Aug 15th, 2009. They came in 1st Overall in the competition.
