The lever on the right side of your picture should move when you depress the go pedal all the time , The one on the left for your secondarys wont move until the car is up to operating Temp , Hope this helps , Ed

I believe that lever will only move when the secondaries are open. You can manually open the secondaries if the throttle is open full then you can open the secondaries with a screwdriver. This is easily done when the carb is off the car. I fiddled with this for a while but finally got it to open.

Don't forget that you MUST have a 4V manifold for those to work. I read that someone was using a 2V manifold and milling it out, then there were problems like these.
Also, if they were installed out of sync at the last rebuild, they will jam. BTDT, had to take it apart a couple times.Dis-Use on a Car is Worse Than Mis-Use...
