    My Sky Hawk has headlight and wiper switches which don't make any difference when put in the lower position. Are they supposed to?

    Lower side should be parking lights and low speed on the fan.

      The Wiper, Heater Fan, Defrost Fan and Instrument Light Switches all have resisters to "burn off" some current to slow them or Dim them.
      Those Resisters can be burned out, broken loose or the contacts inside are corroded or insulated with the grease inside so as to not function.

      However the Headlight Switch can only have worn contacts, corrosion or grease causing it's failure, it is just a High ON, OFF, Low ON 3 way Switch.
      Whenever you want your Tail Lights and Instrument lights to be on without the very High current draw of Headlights, Parking lights are a good thing.

      You will need to attempt a repair or replace the Headlight Switch.

      Sometimes switching them several times to all 3 positions will "clean off" the contacts and get them working again.

        Have had occasional success using contact cleaner. Check resistor.
