You are correct, 289 engine number would start with P. Since the blocks are the same, I suppose someone could have changed crankshaft and pistons.78 Avanti RQB 2792

A Sept. 30, 1963 259 V8 for a 1964 U.S.A. Lark Type. Which of course is a Full Flow Engine.
It would be interesting to see how close the Casting Date on the Back of the block comes to the Assembly Date, on these date coded 1964's.StudeRich
