Steering: 36 Dictator horn button removal on a banjo steering wheel

I spoke with Tom Shock and he told me how to remove my horn button/chrome ring as it is screws onto the other threaded cup/ring under the nut holding on the wheel. My problem now is that the part under the nut is also turning. I have tried tapping the steering wheel up to tighten it against the nut but with no luck. I do not want to destroy the horn button. Any ideas?
