Rear brake backing plate

I'm putting my rear axle back together, and I can't remember or figure out what's the deal with the middle bolt from axle flange to backing plate? The felt seal retainer only has 4 holes while the backing plate has 5. There is a recess in the washer retaining plate where the 5th hole is, but doesn't seem to be enough to allow for the nut or bolt head. Help!

Thanks- I thought I was going crazy! (The hole didn't line up very well anyway- I guess that's to let knuckleheads like me know you're not supposed to put a bolt in there!)
