had delco generator rebuilt on hawk. terminals are not marked on generator but think connected properly. polarized generator after installing.generator is charging 18volt and over 35 amps. tested battery condition and is ok. replaced voltage regulator and still over charging. would appreciate any suggestions.

Even a replacement voltage regulator can need adjustment. The cut-out relay on yours needs to be tweeked. If it's a Delco, follow the shop manual. If it's a re-pop, you can still adjust the cut-out relay but not very accurately. An auto electrical shop can adjust in in less than an hour. As I read your note; you had the generator rebuilt and after that it has been charging flat out.
Since a Delco Generator's regulator grounds the field on the generator to control the output. You might try disconnecting the field wire from the generator and see if the generator is still charging. If it is charging with the field wire disconnected; then the field terminal on the generator is grounded; it should not be.

The larger of the two studs/connections on the generator is the armature and the smaller on is the field, make sure that the insulators are on the studs and that the terminals or wires are not touching the generator case. If the field were grounded then the generator would be charging 'full tilt' all the time and the regulator would not be in the circuit!

That sure does NOT sound like a "Quality" Rebuild does it?
I would contact the Rebuilder. Were you able to actually Insulate the Field so that it would last like the factory insulation coating.?StudeRich
