The only problem with Warren's very Low Numbers, is that it is VERY hard to tell a '63 Champ from a '64, there were way more '63's built.
The problem is they BOTH have the same "Year Model Code" "8E" that normally rolled each Year.
So you would need the Build Date to know for sure or compare the Serial # to the Beginning '64 Serial Numbers if that is even available.
There is NO difference between the Two, certainly not physical, and a '64 could be registered as a '63, due to being built or first registered in 1963.
When it comes to Studebaker Cars, not as much Trucks, the number built has little to do with value or much else, since they were ALL BUILT in lower Numbers than most Brand "X"'s and per capita (% built vs. remaining), some models far exceed the number of other makes surviving.StudeRich

My figures are taken from the museum "monograph" which uses factory information based on the production records. 1964 Starting serial # for the 8E% was e5-138,701. The footnote states "In states where it was allowed, new & unused 1963 8E models that had not been sold to a retail customer by August 1, 1963 were titled-when sold-as 1964 models."
1963 totals for the 8E5 were 2617. Lets say that 1964 production started 9/1/64 which would make an average of 250 per month of that model. That would make a 64 slightly better (but not that much) in numbers of a 63 in production average. The handwriting was on the wall which no doubt was a reason Otis Romine left the company mid November, almost a month before the announcement of production being halted was made.59 Lark wagon, now V-8, H.D. auto!
