Engine: Keystone Stamp

I discovered this stamp on a Champion crankshaft today. Is it an inspectors stamp?

That's the general opinion, it's found in many places, the serial stamp block on my '63 289 has one, or a partial one, seems most are partial.

Yes there have been many posts here about finding the Keystone Stamp with the Inspector's number in it. Usually on Blocks.
