The clip of the governor seems to infer that the order to sand and salt the roads has to come from the governor's office? Is that right?

Our "light snow" today, turned into 4 inches between about 10 am and noon. We were downtown all day, and it took us about 2.5 hours to get home on the unplowd streets.
It is kind of funny to see snow in places that don't usually get it! and how they react!!
