I usually make an "offer" of five cents per pound above scrap prices and offer to "pick up" the vehicle myself. That usually works to find out if they really want to "sell" or merely want to free up some space.

I spent about two minutes looking over some old posts, and have learned that this car was listed at $350 back in June. Good title, no engine, and rusty floors as per prior posts by Bob- a.k.a. JunkYardDog. Timing on my end is bad- I am currently 1700 miles away!!!
