general question.....................why would FoMoCo spec the air inflation as follows...............31 lbs front...........35 rear........why less in front where the weight of the engine is?

My guess would be the fuel weight in the tank when full(plus car weight at balance mid-point) may exceed the weight of the little 4 cyl and tranny(at mid-point balance).
      Are they different tire sizes?
Unless the car just steers better with less tire on the road....just guessing

It could be to compensate for oversteer caused by the front ends extra weight. Years ago in car magazines (such as hot rod, motor trend, etc) it was common to find recommendations on how to adjust your tire pressure to compensate for any oversteer/understeer. Just my two cents.
