Are you just trying to fix the wheel opening and bottom? I was going to use a 62 wagon fender I got from Sasco to patch the right rear wheel opening on my dad's 65. A friend pointed out that the 60-62 4dr lark wagons have a similar wheel opening as the 63-66's except maybe that they don't go back as far. I haven't tried this yet but I think it can be done. It's got to be better than trying to make it all by yourself.
Studebaker International stills lists them for 60-62, for some reason they want more for the 60. I think you can get just the outer section for 61 and 62 which is cheaper.

As long as you have enough of a rear quarter left to make a pattern, it's not too bad to form one up from 20 or 22 gauge sheet steel using hand tools. Usually, you only need the piece behind the wheel and below the crease. Of course, it's also likely that you will need to replace the inner fender parts with home-made pieces - there are no repro or factory pieces to do that.
