Sounds like the brakes from an earlier model Stude pickup. 11" drum, right? Not sure, but I think all the Stude 4WD's used a Wagner brake with a star wheel adjuster at the bottom.
The older style self-adjusting brakes did require an initial adjustment with the two eccentrics on the back of the backing plate. Turn them away from the wheel cylinder. Turn the forward adjuster toward the front while rotating the wheel just until you get a slight drag. Turn the rear adjuster toward the rear while rotating the wheel just 'til you get a slight drag.
I can't help wonder if maybe the master cylinder push rod is still a little too long, or if there is too much residual pressure being held for some reason. Bad hoses maybe?
