At the bottom of the eBay listing under "Other options" is "Report this item".
You click on it and it asks you questions. After doing all that you click on "contact eBay" and the item number comes up and you just send it to eBay.
I just did it on this one.

Geez...it was quiet for 2 weeks and now they are out
again! The actual process is easy, once you get to
understand their (eBay's) system of reporting....This
will give me something else to look for today...

Why do you assume the guy is a thief?
He wants to screen bidders prior to their bids...he told me as much..let's not tar-n-feather the guy because he is cautious.
