I have riveted many brake shoes, but always with a manual unit, not a motorized machine.
I don't know what needs explaining. You use the correct tool head(s) depending on whether you are removing or installing rivets and their size. You hold the shoe and lining in place (locating the rivet), then step on the actuator pedal. Repeat the procedure for all of the rivets.

From this one picture, the machine is a bit confusing to me. The motor does not line up with the rivet anvil above. That part of the machine looks to be activated by the foot pedal below. What the motor does is not clear from the picture. I would love to have a manual unit and rivets to play with. I have a bunch of lining material. With the 11" lark shoes becoming hard to get, a manual machine could be handy.

If it's like the one I used years ago, you cut your lining from bulk roll of the proper width and thickness; then, the motorized part would accomplish drilling and countersinking, then tapering the ends. The actual riveting was done with the manual foot pedal.
