Are any of those posts on the junction block suppose to light up without the key on ? I noticed the headlight wires on that thing , also I noticed the horn wires also on that thing. I was tryin to get the headlights to work on shelia.

If by "light up" you mean that they exhibit power, yes. Of course the headlight switch will also have to be on for power to be sensed at the junction block.

In the engine compartment (including this block), the only wire that should be hot with everything off would be the one feeding the horn relay (discounting the wire on the BAT terminal of the voltage regulator). The terminal block you speak of should only carry light wires. One for low beams, one for high beams, one for parking lites and two dedicated to the turn signals. Unless the headlight switch/parking lite switch is on, none should show power. The two turn signal terminals can't be hot unless the key's on and one direction or the other is selected with the TS switch.
