I have removed the heater duct material in the fender so I could see more of the inner well my question is can I remove the outer fender without removing the inner? what is holding the inner and outer together? I would much rather remove just the outer fenders.

Studelover's profile pic shows a '61 Hawk, so I assume it's that car?
Simple answer; no, you can't remove the outer fender without the inner fender attached, unless you drill out all the spot welds. [xx(]
