Probably put the new cars up front . the studes look to be '61s and the row behind them are all older cars.

I see no Chrysler products! Chrysler (and IHC) always did well in gov't fleet sales.
Note the license plate #s on the Larks.

Here are some possible reasons they posed the studebakers in the front:

1: They looked the best!! (my personal favorite)

        2. They only had a few Studebakers, so they put them out front.

        3. THey did not have enough of the same style/color of any other make that would look uniform enough for the front lineup.[B)]

        4. They made a deal with Studebaker that if they posed their cars in front, they would get some kind of discount for either that purchase or future purchases.[8D]

        5. The photographer liked Studebakers.

        6. Someone got a wild hair and said, "Put them Studebakers up front!"[^]

An interesting point I made on the Hemmings site is that the Studebaker Larks are all 1961 and the rest from what can be seen are all 1960 and older.

Could this mean it was actually a Studebaker Packard Corp. PR pose?

It COULD show that these six Lark Purpose-built H.D. Fleet Sedans could replace several of the higher maintenance "other" makes because of higher "UP" time with bolt-on replaceable fenders, interchangeable (almost) bumpers, bonded brakes, aluminized muffler & tailpipe and heavy duty components!

I know this theory is not based on a whole lot of reality but it's nice to dream!

They may however, have to deliver a few more to replace all those cars!

Does anyone know where the comments on this Hemmings site go after entered? I have commented before and never saw them. They either go somewhere else or take a while to be edited and actually posted maybe?
