?? question - do all v8 valley covers interchange - 232 - 359 - 289

I am pretty sure that all Studebaker valley covers will physically
interchange between the 224,232,259,289 and 304. BUT, there are some
differences in how they vent for the different years/models.

The bottoms are all the same it is the tops that are different.

That's not entirely true. Some of the R-series valley covers don't have a second layer to them. Since they don't vent thru the valley cover, there's no reason to have that baffle there. I've got one here like that that's chromed.;)
