Need Help From Colorado SDC Memeber

I am interested in a 1963 GT Hawk for sale in Grand junction Colorado. The seller says the engine does not run but he does not know why. There are some bubbles in the paint and a small about of rust on the passenger side rocker panel.
If there is a SDC member near there that could take a look at this car for me and give me some idea what the engine problem might be and an overall impression of the car I would be very appreciative. Here is a link to the sale posting:
