NOS Avanti body tags - Cars that weren't built? Or what?

Came across these today. They've never been on a car.. First time I've seen an NOS body tag with the numbers stamped in it. Were these cars that were never built? Or what?

Yes, never built. Have a few. Obviously Studebaker had some grandiose plans for Avanti sales that did not materialize!

What Richard said. Newman & Altman used to sell them for a couple of bucks apiece. I think I have number 63RQ-5555 around here somewhere.
